Sorry if this has been addressed in kpathsea 1.8.
When a user wants to TeX a file called letter.tex in his cwd but
the system TeX directories also contain a letter.tex then TeX
prefers to process the system letter.tex. It might have something
to do with our exclusive use of the ls-R database.
The workaround is easy, tell the user to say ./letter.tex instead
of letter.tex
